Nebraska Annual Action Plan
The Annual Action Plan updates the five-year Nebraska Housing and Community Development Consolidated Plan, which addresses these top needs. The Annual Action Plan summarizes priorities/strategies; describes the process for meeting strategies/objectives; explains the distribution of CDBG, HOME, ESG, HSATF, and Housing Trust Fund monies; identifies other resources; meets HUD requirements; and reviews citizen comments. CDBG Application Guidelines
The application guidelines present the instructions, forms, and rules for applying for CDBG funds. A guideline contains two sections. The first section, Application Forms/Instructions, contains all materials and instructions for preparing an application. The second section, Application Guidelines, contains a detailed description of state and federal statutes, regulations and policies governing the program. CDBG Certification Process
All CDBG grantees must have Certified Administrators who daily oversee the projects. A Certified Administrator may be an employee of the grantee, or a consultant who is procured and contracted by the grantee and recognized as certified by DED. Individuals earn Certified Administrator status after successfully completing written examinations during the Department’s Certification Workshop conducted at least once a year.
Consolidated Plan
The five-year Nebraska Housing and Community Development Consolidated Plan identifies the state’s needs in the areas of housing, homelessness, community and economic development. Nebraska must complete a Consolidated Plan every five years to receive U.S. .Department of Housing and Urban Development funding for the Community Development Block grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Shelter Grant (ESG) programs. Two state-funded programs—the Homeless Shelter Assistance Trust Fund (HSATF) and Nebraska Affordable Housing Trust Fund (NAHTF)—also are included in the five-year plan. Go to here
CDBG Forms
Local government grantees and sub recipients are responsible for completing forms that help DED track projects from beginning to end. Each grantee is responsible for implementing this notification and reporting process. More can be found here
